i did every thing soo far but when i check winamp>prefrence DSP/Effects nothing showed up what went wrong anyone???????????

hello, sorry but i want to ask a n00b question.
what I must do with the config file? should I upload it to a webserver? how about if I used a free hosting service on the internet as a place to keep the config file??
