If you use Skype to chat with your friends and family, it is doubtful that you want to chat with any and everybody that uses Skype. To only allow chats from members of your contact list, follow these steps:

1. Click Tools and select Options.

2. On the left side, select Chats & SMS.

3. Under Allow chats from, select the only people in my Contact List radio button.

4. Click Save.

I was having the same problem with skype a while ago where random people kept skyping me.

I was sure that my privacy settings were correct and was getting very irritated.

Apparantly, if your status is set to "skype me" anyone can skype you still.
If your status is set to "online", only people on your contact list can skype you.
