Also, I was not able to find the 'formats' tab, so I just searched the Control Panel (using the search bar at the top) for 'Time'. About Half-Way Down the list was "Change the Way time is displayed." Then hit Customize this Format...", then hit the Time tab. THEN you can follow Step 7. In Step 7, there should not be a ‘tt’ as it is 24 Hour Time; also does not appear in the Control Panel.
